Short answer
- Fee: $300 per authority type, non-refundable.
- Time: about 20-25 business days for new applicants, longer if FMCSA reviews it further.
- Before it’s granted: your insurer files proof of insurance and a process agent files your BOC-3.
Who needs operating authority
FMCSA requires interstate operating authority (an “MC,” “FF” or “MX” docket number) in addition to a USDOT number for companies that haul federally regulated commodities owned by others, or arrange their transport, for pay across state lines. You don’t need it if you’re a private carrier hauling your own goods, haul only exempt commodities, or operate only within a federally designated commercial zone.
Step by step
- Pick the right authority type. Most owner-operators hauling general freight need motor carrier of property authority. Your authority type sets your insurance minimums, so don’t add types you won’t use. Each one costs $300.
- Apply online. First-time applicants register through FMCSA’s Unified Registration System and pay by card. FMCSA is moving registration to its new Motus system, so check the FMCSA page for the current login.
- Get insurance filed. Your insurer files proof of coverage with FMCSA. For-hire carriers of non-hazardous property in vehicles of 10,001+ lbs need at least $750,000 in public liability coverage. See insurance for new authority.
- File the BOC-3. A process agent files your designation of agents for service of process in each state.
- Wait and check status. Look up your number on FMCSA’s Licensing & Insurance site and open Authority History. Documents usually arrive 3-4 business days after the grant. If 10+ business days pass, call FMCSA at 800-832-5660.

Watch out for
- Look-alike “registration” websites that charge hundreds of dollars on top of FMCSA’s fee. You can file directly with FMCSA.
- Calls and emails right after your USDOT number goes public, warning of “compliance deadlines.” Verify anything on fmcsa.dot.gov before paying.
